The National GreenPower Steering Group (NGPSG) is seeking comment on a proposed amendment to Section 3.7 of the GreenPower Program Rules Version 8.
The Clean Energy Regulator (formerly the Office of the Renewable Energy Regulator or ‘ORER’) is the Commonwealth Government body that administers the Renewable Energy Target and REC Registry. The GreenPower Program utilises the REC Registry for compliance purposes through the good will of the Clean Energy Regulator.
The current compliance process for GreenPower involves GreenPower Providers transferring GreenPower accredited Large-scale Generation Certificates (LGCs) into their GreenPower Designated REC Registry Account and then offering these LGCs for voluntary surrender. Generally, these offers remain open until the GreenPower audit is complete, a process that can take several months.
The Clean Energy Regulator has requested that GreenPower Designated Accounts on the REC Registry no longer contain open offers for such extended periods as it exposes the Clean Energy Regulator to risk and liability. The proposed change to Section 3.7 of the Program Rules aims to allow the GreenPower Program to maintain its high level of compliance, as well as meet the Clean Energy Regulator’s request to manage risk and liability.

Submissions on the proposed amendment to Section 3.7 of the GreenPower Program Rules Version 8 may be published on the website at the discretion of the NGPSG, unless the respondent requests that the submission remain confidential.
The NGPSG is unlikely to respond directly to submissions. However, should common themes arise in submissions from multiple respondents, the NGPSG may publish a collated response on the website.
The NGPSG will take all submissions into consideration before finalising any amendment to Section 3.7 of the Program Rules but retains full discretion to amend the Program Rules as it sees fit. Once finalised, any changes to Section 3.7 will be incorporated into the current version of the Program Rules, which will be posted on the GreenPower website as the GreenPower Program Rules Version 8.1.
